End-user certificate (EUC)

An end-user certificate is a document used in controlled trade to identify the final recipient, intended end user, destination and stated use of an item. Its exact issuer, form and legal effect depend on the exporter and licensing authority. An EUC supports a licensing decision. It is not, by itself, proof that export has been authorised.

What the document is for

The certificate gives the exporter and licensing authority a recorded account of where the controlled item is intended to go, who will receive and use it, and for what purpose. It may also include undertakings on diversion, transfer, disposal, access or re-export. Requirements vary by jurisdiction and transaction, so the parties should use the form and signing authority accepted by the relevant licensing process rather than treating an old template as universal.

What it does not replace

An EUC does not classify the item, decide whether a licence is required, or substitute for the licence. It also does not settle every disclosure, security, sanctions, import or re-export question. The supplier still needs to establish the applicable controls and follow the authority's process. The buyer should understand which organisation prepares the document, who is authorised to sign it, how long verification may take and which changes would require an amended certificate or a fresh application.

If a government agency seeks controlled communications equipment for named units at named sites, the transfer process may require an EUC recording that recipient and use. A later proposal to move equipment to another user, destination or mission may need review rather than being assumed permissible.
