Name the threat before the answer

A problem stated clearly is half-solved. Cheap drones over a base, a contested coastline, a control network that cannot be trusted: each is a distinct problem with distinct answers, and lumping them into one budget line is how money gets spent on the wrong thing.

From problem to capability

Every problem here links to the capabilities that address it and the products that provide those capabilities. The path runs from the thing keeping a commander awake to the systems that would let them sleep, without a detour through marketing.

Cost asymmetry, stated plainly

Some of these problems are hard because the attack is cheap and the usual defence is expensive. Where that is true we say so, because a defence that costs far more than the threat it stops is a problem in its own right. The point is to close that gap, not to sell the priciest answer.

A problem is only solved for good when the country facing it can keep operating the solution on its own terms. Each entry is framed toward capabilities a buyer can run, maintain and, over time, build into, so the fix does not depend on a supplier's goodwill.
