What non-aligned defence procurement means in a tender
Non-aligned procurement is not an exemption from export control. It is a way to examine and reduce avoidable dependence on a single foreign supply ecosystem. A tender should make every external permission visible, then price the effect of that permission on delivery, upgrades, support, re-export and the buyer's freedom to integrate other systems.
Put the dependency schedule beside the price schedule
List every government licence, re-export approval, controlled component, proprietary interface, overseas repair route and supplier-only maintenance action that could affect the proposed configuration. For each dependency, record who controls it, what event triggers it, the expected lead time, whether it can be withdrawn or delayed, and the practical mitigation. The UK export-control guidance provides a concrete example of why this work belongs early: controlled military and dual-use items can require a licence before export. A supplier should not present availability as settled before classification and licensing are understood.
Test four moments in the system's life
Ask what permission is needed to deliver the initial configuration, integrate a new sensor or effector, update software or cryptography, and transfer or dispose of the system later. Then ask what happens to spares and technical support during a political dispute. Answers should be contractual where possible and attributed to the authority that actually controls them. A broad assurance from a sales channel is not a substitute for the applicable licence, agreement or right.
Diversify with integration discipline
SIPRI's transfer data shows a concentrated global supplier landscape, which makes dependence a question worth measuring. Adding a second source can preserve options, but it also adds training, inventory, interfaces and configuration control. The buyer should decide which common elements must remain interoperable and who carries integration risk. A non-aligned route is useful when it removes a material control point while preserving lawful classification, end use and licensing. It is not useful when it merely replaces a visible dependency with an undocumented one.
