The ITU frequency filings are held by the nation, secured before commercial operators pre-empt the non-terrestrial slots, and the decryption authority stays at home. Control of the spectrum and the keys is what turns a satellite link from a rented convenience into a national asset. Spectrum is finite and filed first-come, so a nation that does not claim its non-terrestrial allocation early may find the slots taken by commercial operators it then has to lease from. Holding the filing is a strategic act taken years ahead of the constellation itself, which is why it belongs in the earliest scoping of a programme rather than the procurement of a satellite.

Direct-to-device and beyond line of sight

Connectivity reaches ordinary smartphones through 3GPP non-terrestrial network standards and covers remote and maritime areas that terrestrial systems cannot, with latency close to fibre. A dispersed force or a stricken region gets a link without new ground infrastructure to build first. Direct-to-device matters most where the last mile was never built or has been destroyed: a patrol beyond cellular coverage, a coastal community after a storm, a unit operating where the towers are down. The revisit measured in minutes and the low latency together make the link usable for interactive traffic rather than only store-and-forward messaging.

Civil continuity and disaster communications

When ground infrastructure is damaged or overwhelmed, wide-area coverage supports civil continuity and disaster response. The same constellation that carries command traffic keeps a country connected through the event that took its towers down. That dual role strengthens the case for building sovereign capacity rather than leasing it, because the asset earns its keep across government rather than sitting idle between military crises. A quantum key distribution payload is available as a hosted addition on the same constellation, extending the security posture without launching a separate programme, which keeps a forward-looking option open on infrastructure already in orbit.

From leased capacity to a sovereign platform

Options run from assured capacity arrangements to dedicated payloads and sovereign platforms with national ground control, and the engagement is structured so control over keys, priority and coverage sits with the buyer. Space and ground segments are paired through one channel, because a satellite without a national ground station still lands its traffic on someone else's territory. Leased capacity is subject to the owner's conditions precisely when those conditions bite, in a crisis, so the arithmetic that favours leasing on a quiet day can reverse on the day the capability is actually needed. A staged path lets a nation move from capacity to ownership without a single overwhelming commitment.
