The exchange-ratio problem
Air defence has always been judged on whether it hits; it is now also judged on what each hit costs. When an attacker's drone is priced like a motorcycle and the defender's interceptor like a house, every successful engagement moves the economic scoreboard the wrong way, and a patient attacker can convert that ratio into strategy, imposing costs and draining magazines without ever needing to penetrate.
What 'affordable interceptor' means
The emerging lower tier answers with systems whose economics match their targets: interceptor drones that destroy or capture threats and are cheap enough to expend in volume, gun-based defences whose rounds cost trivially, and reusable capture systems for the permissive end. The design philosophy is proportionality: engage a cheap threat with a cheap defeat, and manufacture the defence at the same industrial tempo as the attack.
What legacy systems still own
None of this retires high-end missile defence. Ballistic missiles, advanced cruise missiles and high-performance aircraft remain threats that only sophisticated interceptors address, and no drone-priced system substitutes for them. The distortion to correct is employment, not existence: premium interceptors spent on cheap drones represent a targeting failure by the defender's own architecture.
Building the mixed economy
The resulting architecture is a mixed economy of defeat: affordable systems absorbing the high-volume low end, electronic warfare defeating raid segments wholesale, premium interceptors reserved for the threats that justify them, with command-and-control assigning each threat to the cheapest layer that reliably defeats it. Buyers evaluating the lower tier should weigh unit economics, replenishment speed and supply-chain freedom as core performance characteristics, alongside integration into the layered whole.
The bottom line for buyers
When the threat is cheap and arrives in volume, economics becomes part of performance, and the advantage belongs to buyers who build a mixed economy of defeat rather than betting everything on premium interceptors. The design principle is proportionality: engage a cheap threat with a cheap defeat, reserve sophisticated rounds for the ballistic and advanced cruise-missile threats only they can address, and let command-and-control route each threat to the cheapest layer that reliably defeats it. Because the lower tier only protects the architecture if it can be replenished at the attacker's tempo, unit economics, manufacturing pace and supply-chain freedom become core performance characteristics, with localisation arrangements scoped per programme, subject to export controls and end-use approvals. Evaluate the affordable layer for how it strengthens the layered whole, and the mission is defended.
