Canada’s Global Affairs department published its review of export permits to Türkiye on 12 April 2021. The department said it was not aware of credible evidence that other Canadian military goods and technology had been used in those conflict zones.

Türkiye could design and assemble the Bayraktar, but an imported electro-optical and infrared sensor could still shape whether future aircraft could be completed with the same observation and targeting equipment. The industrial response was localisation and alternative sourcing. The case record says Turkish suppliers pursued a domestic electro-optical system and other sources. The evidence retrieved here supports the change in sourcing direction, but not an exact replacement date, sensor quantity, production shortfall or performance comparison. Replacing a sensor also requires engineering, qualification and testing. Those steps are a reasonable programme consequence, not a measured delay unless a source establishes one.
