A satellite link went dark while Ukrainian forces were trying to close a circle around Russian troops. The hardware on the ground did not disappear. The connection that helped coordinate it did.

Reuters’ investigation, published on 25 July 2025, reported that Elon Musk ordered Starlink coverage cut in areas including Kherson during Ukraine’s counteroffensive in late September 2022. Three people familiar with the command told Reuters that a SpaceX engineer was instructed to deactivate at least 100 terminals. Their coverage cells then went dark on an internal company map.

The event date and the reporting date are different. The reported shutdown occurred during the 2022 operation. Reuters published its investigation almost three years later. That distinction matters because the report describes an event retrospectively through interviews with people familiar with the order and soldiers who experienced the loss of service.

The system was Starlink, a private satellite internet service operated by SpaceX. Ukrainian forces had used it to maintain battlefield connectivity. Reuters said that when coverage was cut, Ukrainian troops faced a communications blackout in the affected areas. Drones watching Russian forces went dark, and long-range artillery units that relied on Starlink to help aim their fire struggled to hit targets.

The reported consequence was specific. A Ukrainian military official and a military adviser told Reuters that troops failed to surround a Russian position in Beryslav, east of Kherson. The official said, “The encirclement stalled entirely,” and added, “It failed.” Those are short exact quotations from the retrieved Reuters investigation, attributed to the official. They describe the witnesses’ account of the operation, not an independent measurement of every cause.

The loss was not described as a permanent front-wide collapse. Reuters reported that Ukraine’s counteroffensive ultimately succeeded in reclaiming Beryslav, the city of Kherson and additional territory occupied by Russia. That later outcome does not cancel the reported interruption. It does mean the story should not say that the shutdown stopped the entire counteroffensive.

The account also identifies the mechanism of control. SpaceX controlled the service and the coverage map. According to the people cited by Reuters, Musk told a senior engineer at the company’s California offices to cut coverage. Staff complied. The move affected Kherson and other areas seized by Russia, including parts of Donetsk province.

The report did not present a public order or technical log. It reconstructed the decision from three people familiar with it and from people who experienced Starlink failure near the front. That is enough for a reported account when the attribution remains visible. It is not a reason to turn the investigation into an unqualified narrator fact.
