What range does a stand-off strike system need?

Work out expected engagements per year and the answer follows. A cruise missile is a consumable, so the budget line is magazine depth; a recoverable aircraft costs far more up front, plus runway, crew and maintenance, then delivers repeated sorties. Below a certain engagement rate the missile wins on total cost, above it the aircraft does. A buyer who has not chosen between those two logics is not ready to run the tender.

Are penetrative strike systems export controlled?
Universally, and we gate our own. Require an abort after commit as part of acceptance, with the datalink degraded at the same moment, and require the vendor to document what the system does when authorisation cannot be obtained.
